If not mistaken, the Governmental intent will never be to turn off GPS, but rather only turn off the capability for precision positioning; just like it was orginally. To totally turn off GPS hurts our own military forces and weapons systems that are not affected by the commericial precision limitations when Selective Availability is turned on. This is due to the Government GPS receivers being equipped with a Government controlled encryption device that allows for high precision even when SA is turned on.
