    I disagree: When running in confined waters (as in ICW, etc) I am frequently
    overtaking sailboats that do not monitor VHF or acknowledge calls, for
    reasons that we do not need to go into here (I think we beat that one to death last
    week!). So unless I get a wave or at least see the skipper look back I will
    give an appropriate overtaking signal--It always gets their attention!
