I may have used the term designated mooring incorrectly. There are moorings designated on charts that I've seen on my recent cruise from TX to FL and some in my own backyard in VA. Go to maptech.com and take a look at 38 31 07N and 77 16 08W for an example.
Many of these moorings are located adjacent to navigation channels. So, are visual indicators required when something is using these moorings? I've seen anchor lights used by tugs and I've seen unlit barges.
Just curious as to whether a charted mooring is sufficient information to preclude the moored vessel from displaying visual indicators.
