Actually look at rule 30 of the Navigation Rules. I got a first hand lesson
in this on SF bay from a family friend in the USCG now a maritime and
transportation lawyer. There are basically three types of designated anchorages:
Explosives, General, and Special. Only the latter exempts vessels under 20
meters from showing lights and shapes. And, big guys aren't supposed to go in
there. Bob, Richardson Bay off Sausalito is an example of a Special Anchorage
(and you know how truly special some of the craft anchored there really are)..
General Anchorages, like #9 of Hunters point are desiganted areas out side of
the channels and fairways, but requiring compliance from all. There is an
Explosive anchorage there too, with a no anchor zone around it.
