There was an incident in San Juan PR a number of years ago where a cruise
chip got blown into the harbor anchorage and took out a number of boats.
Despite the fact that this was a well known anchorage, heavily populated
for who knows how many years, and that the same captain had been in and out
of the port multiple times per week for years, no liability was assessed
against the cruise ship. Why? Because none of the anchored boats had anchor
lights on and it was not an officially designated anchorage. (In prior
searches, I have been unable to find the news article that reported this.
Perhaps somebody on list knows where it is documented. If so, please le me
know.)
