Au contraire!
A "designateed anchorage is any such area shown on the chart with an anchor
symbol. The authority to designate an area as an anchorage rests with the
local agency responsible for commercial vessel movement in that area.
This could be a harbor or Port Athority, the canal maintenance Commission and
regulatory body or the Coast Guard.
In effect a designated area is simply any area marked off on a chart by a dotte
dline and markeds with an anchor to show that anchoring inside the are is
allowed while being exempt fro maintaining an anchor watch or showing
designated lights, shapes etc.
Furthermore vessels anchored inside designated area are exempt from accusations
of impeding commercial traffic.
These marked area on a chart serve to inform operator sof other vessels that
they are likely to encounter anchored vessel which may not have light or be
able to move on short notice.
This symbology and practice is recognized by international agreement and
regulation.
