What a pleasure to see this topic buried among the seagulls, pelicans and
Christmas lights!
Rule 30 requires a black ball with some exceptions for vessels under 7
meters and for vessels anchored in a "Special Anchorage" designated by the
Secretary (once upon a time, of Transportation, now, assumedly, of Homeland
Security). Special anchorages are shown as such on NOAA charts. A
"designated anchorage" (designated by whom, a cruising guide author? [with
all due respect to the List's cruising guide authors]) doesn't qualify.
There is no "Special Anchorage" provision in International Rules, of course.
Annex 1 of the Rules says a ball shall have a diameter of at least 0.6
meters, BUT vessels less than 20 meters can have a ball "...of lesser
dimensions but commensurate with the size of the vessel..."
I used a collapsible one anchoring along the Tenn-Tom Waterway in order to
be legal in case a tow Captain wanted to yell at me but seldom see one used
anywhere. Someone once asked why I had painted my radar reflector black.
