    That's to allow the snubber to stretch. If you don't have any slack chain
    between the snubber hook and where the chain attaches to the boat, the
    snubber can't stretch and do it's job. How much chain should be in that loop
    depends on how much snubber you have deployed, and how much stretch you
    expect because of weather, snubber material, etc.
