Back in the age of sail driven warships, this was the trick used to turn the
ship while at anchor to bring the guns to bear on a target. By bending a stern
line onto the bower cable and then heaving in or slacking off the stern line,
the ship could be swung to any direction (in moderate winds of course), bringing
the broadside to bear where they wanted it.

I used this trick at anchor when my grill, which sits on the side rail in the
cockpit was putting smoke across the cockpit. By putting a stern warp out to the
main rode, I was able to veer the boat a good 30 degrees, clearing the smoke
from the cockpit. I've also found it useful in positioning the boat for the best
    view of a fireworks display!
