    With the Coast Guard's documentation office being many months behind in issuing
    documentation certificates, the CG boarding teams do indeed accept a letter
    certifying that the documentation application has been sent in.

    I have been boarded by the CG while doing deliveries on such boats, and the
    letter satisfies the requirements every time.
