    All,

    This is real simple. States are PRECLUDED from requiring any additional
    'numbering' to be placed on a documented vessel. It is against federal code
    to require the xx xxxx xx decals on the bow. However, documentation does
    not relive one from any state tax requirements. And as such, states can use
    the 'registration' process to collect state taxes. Further, they can
    require that a state 'decal' be placed on a vessel to indicate that the
    taxes have been paid. Each state will define their standard as to where (or
    if) the decal is to be placed

    Do not confuse a 'registration' process with collection of taxes.
    Collecting taxes on a documented vessel does not mean the boat is
    'registered' in that state, only that one has paid taxes due.

    The original question of what to do while awaiting arrival of the boats
    initial documentation papers seems to be a gray area. I suspect
    technically one should not operate a boat w/o the final documentation
    papers, but may get away with it with some letter of 'application', proof of
    paying any taxes due, and perhaps a corporate attitude towards the nice
    police officers :-)

    This is true in Maryland as well. We MUST be registered in Maryland
    regardless of documentation. And 90 days seems to be the magic number, with
    acceptable proof of your not "living" there being something like a receipt
    for fuel from another state. So conceivably you could run down to Virginia
    or over to New Jersey (if you chose to transit the Delaware Bay for some
    reason) to do so. We display our numbers clearly, even though we know that
    it's not essential. As someone else said, the annual registration stickers
    ARE.
