    I am not an expert in this field, I simply know how it operates in
    California. We have federally documented vessels or state registered
    vessels. The state has no problem collecting annual "use" taxes through the
    county property tax mechanism. That tax collection is not contingent upon
    nor intrinsically related to the state "registering" vessels that are not
    federally documented. Regarding state taxes, the state's Franchise Tax
    Board imports vessel (and aircraft) owner data from the Coast Guard annually
    (for documented vessels) and from the state Dept. of Motor Vehicles annually
    (for registered vessels) and also canvasses every public and private marina
    and other facility likely to harbor vessels in the state, to verify vessels
    staying and/or operating in California. I accept that other states may use
    the state vessel registration program to directly collect state taxes. But
    in California, the county tax assessors and tax collectors perform this
    function. And since they don't issue registration decals for boats, they
    don't insist that any state registration numbers, decals, stickers or other
    nonsense be applied to documented vessels.

    This is true in Maryland as well. We MUST be registered in Maryland
    regardless of documentation. And 90 days seems to be the magic number, with
    acceptable proof of your not "living" there being something like a receipt
    for fuel from another state. So conceivably you could run down to Virginia
    or over to New Jersey (if you chose to transit the Delaware Bay for some
    reason) to do so. We display our numbers clearly, even though we know that
    it's not essential. As someone else said, the annual registration stickers
    ARE.
