It is relitatively easy to do the Coast Guard documentation using the internet--even with a boat which was not documented in the past. I have only used an agent where the title was in question--otherwise I have self documented over a dozen boats. Keep copies of all of the paper work which you sent to the Coast Guard documentation office. This plus a copy of the bill of sale will suffice if you are stopped by Coast Guard or Law enforcement. In Florida you cannot state register (for tax purposes) unless you have the document number (the document number is placed on the year renewal sticker). The only problem which may arise is the delay by the coast guard document office--I have never had a problem with this--and last year it took three months for a non documented previously boat and this year 2 months with a previously documented vessel.
I have boated in many states and never required to have state numbers displayed on a documented vessel.
