Concerning:
The only problem with that is that I get a fair amount of messages
concerning AT&T. It would be nice if TPTB put the keyword in square
brackets, like [T&T].

Outlook (and others) let you control which Rule executes first, second, ...
. In your situation, have the AT&T rule go before the T&T rule.
Also because some systems use the ampersand symbol (&) as an "escape
character", you may need to place two of them in the control text, e. g.
T&&T.
