The anchorage off the Gangplank Marina and Capitol Yacht Club is
also adjacent to a large public park. The park is frequented by
lots of unsavory characters at all times of day and night, but
none of them seemed to have access to dinghy's, and didn't seem
interested in a nightime swim. We felt relatively safe there,
relatively for a large city. The DC marine police station is a
block from the anchorage, so help should theoretically be an easy
    CH 16 call away.

Gangplank and capitol Yacht have good security and issue you keys
for access. The dinghy seemed safe there, and we also could
chain our bikes to the fence in sight of the Gangplank office.
