Rich,
This may be a long shot but its a possibility.
You didn't say what kind of boat this engine is in but a have a 72 model
inboard ski boat that has a Ford 351 engine and it runs backwards. I know
that Chrysler 318 engines were also used in this same make boat but I don't
know for sure if they also ran backwards. I'd assume that they did.
You mention the firing order. If that's the order that is cast into the
intake or block or where ever it may be wrong. It is with my Ford. The
correct order is on an adhesive sticker stuck to one of the valve covers. In
the 30+ years I've had this boat I have been very protective of that little
sticker but it could have easily been lost.
If this is in fact a straight inboard, check the prop and see what
direction the rotation should be. If its an I/O all bets are off from here
because I know "nada" about an outdrive set-up.
Bill
