The anchor was 'weighed' (anchor's aweigh) when it was lifted off the bottom.
When it as at the cat head, it is said to be 'catted' and waiting for it to be
hoisted with the fish tackle so it is 'fished' - the last step in stowing the
anchor for sea on a traditionally rigged ship!
