It doesn't really matter if they cite a regulations or not.
The insurance company can decline coverage on the grounds the boat does not
comply with their requirements.
Scratching deeper will of course bring up ABYC which is often used even
though is is supposed to be "voluntary".
Their argumant would be "its a free market, go find some other insurance
company".
Its an argument you can't really win. Get refused by two carries and the
third will simply cite the refusals as grounds.
AS for - "NFPA didn't always require all stranded wire" - while it might
be true; when it comes to safety rules there is a strong precedent for
upgrading rather than grandfathering exceptions.
