While certainly not a 3rd world country I was amazed at the extremely high
skill levels of mechanics in Australia during a business trip some years
ago, IIRC they are called "Fitters" there. They are highly educated in all
phases of repair including welding, machining, electrical/electronic, etc.
and go through an extensive formal apprenticeship program. This was a visit
to a municipal equipment dealership, and the attitide seemed to be "if we
can't get the part/gear/shaft we will simply make one". Perhaps one of the
listees from Down Under could expand on this, we here in the good old USA
might try to learn from them.
