Absolutely correct--and because of vents, filler pipes, baffles etc--the
capacity is less than the inner dimensions. Another factor is the attitude
of the boat--if the fill is aft and the boat is stern heavy, you may not be
able to fill the thank to capacity--or if there is a list this may also
impair the filling to capacity. The 10% reduction is a good factor.
On the other hand, if fuel is critical I recommend a flow meter which can be
calibrated--it will tell both the fuel burn per hour as well as total fuel
consumed.
