According to the Provincial Government Archives, the engineering for the
removal by tunneling and blasting was done by a local BC firm whose senior
engineer was a chap named Victor Dolmage, a Geological Engineer who went on
to be involved in most msjor construction projects in the province. The
firms who got the actual contracts were also BC companies and were a
consortium of 3 - Northern Construction Co., JW Stewart Ltd and Boyles Bros
    Drilling.
A very good summary of this project can be found at -
    http://www.crmuseum.ca/exhibits/ripplerock.html
Hope this clears up the confusion regarding the Brits, Welsmen and all.
