I should say that it appears (my speculation only) Verizon has an arrangement
with their partner in BC (Telus) such that there is now no roaming agreement
with ATT's partner in BC (Rogers).
In other places in the West, such as parts of southern Utah, Verizon has bought
the former provider, and the former roaming agreememt with ATT has been
eliminated.
In both cases, I certainly don't know whether the reason for the roaming
agreement having disappeared is due to the behavior of ATT, Verizon, or both.

In the last couple of summers we found to our displeasure that some locations
(Prince Rupert, for instance) that in previous years had been served by ATT
through roaming agreements with other companies, are no longer.
Apparently Verizon has bought out those other companies, and there is no longer
such a roaming agreement between ATT and Verizon.
From talking with both companies representatives about each of the larger towns
in SE AK, it seemed to me that ATT has more coverage than Verizon in SE AK, but
I'm not certain that's true. Our friends who use Verizon seemed to have
coverage in most (but not all) of the places we did last summer in AK.
Maybe the hot setup is to have one ATT phone and another Verizon.
