It doesn't parallel the outlets. It simply "adapts" the connectors but
includes a circuit that protects against reversed polarity.
It also keeps an exposed male plug from being "hot" until both
plugs are connected properly.
As you wrote
it provides 240 vac. It will not double the amps at 120 vac.
I would assume all of this is done with relays but it might include
some electronics.

Then what does Margery's $400.00 "Y" adapter do? Physically, it takes two 30
amp connects and translates that into one 50amp 240V connection. How?
