It is certainly not a dumb question.
You might want to take a look at arc-fault circuit interrupters.
They should detect most partial short circuits and partial
open circuits because some arcing is usually involved and
this is what creates the heat that starts fires. A good,
solid short circuit will trip a circuit breaker fast enough.
Try Google on "arc fault circuit interrupter."
I've never used one but I think they are required by
city codes in some places.

So my question is...... is there any type of (affordable) electrical
device that can sense a short circuit the instant it happens and react
to shut off the current as fast as a GFI does in the event of a ground
fault? Or is a circuit breaker the only (or best) device available to
do this?
