The Sensaphone that Frank Burrows described so well is a very
good system. I used one for years to monitor an unattended
mainframe computer room and large network and it never let us
down. Over the years it got to make plenty of phone calls asking
for help when the system or network was down.

Separately about 5 or 10 years ago I bought a small version of
the same thing from a closeout table at Radio Shack for $20. The
power brick and user manual were missing. It was branded DuoFone,
I think. It is so much like the Sensaphone that I'd bet it was made
for Radio Shack by Sensaphone. I use it pretty much the same way
that Frank does. Like Frank I have block heaters, etc. and depend
on the DuoFone to call me if the temp in the engine room drops
below 40F or the shore power goes off for too long. The built-in
microphone detects loud noises, calls out and lets me listen to the
noise. Once I had a battery fail with a shorted cell and the excess
hydrogen gas set off my carbon monoxide alarm and the gadget
phoned me. Also I have a high water alarm that is a siren sound and
I'm sure I would get a phone call if my bilge water got higher than
    it should.

Two years ago I was out on a friend's boat on New Year's day for
a short cruise in a pretty snow storm. The thing called my cell to say the
    shore
power was out. When we got back to the marina I found that I
had overloaded one of my 30 amp circuits and the breaker tripped.

Like Frank I can call my boat and check the engine room temp. On
very cold nights I used to phone the boat and remotely turn on some
heat if the engine room was below 40F. But now my block heaters are
connected to an air temperature thermostat in the engine room and
I use the blocks to keep the engine room above 45F, automatically.

The Sensaphone is not cheap but it is very well built and I'm certain
it will do what you need, assuming you have a phone line available.
And, I think similar systems built for and sold for boat monitoring are
    much more expensive.

I have a system to let me know if there are problems aboard.
