One might also consider a simple pressure gauge at the output of the raw
water pump. At so many rpm you get so many psi with a new impeller. As
the impeller ages you'd presumably see the pressure drop a bit. As long as
the pressure is ok, the flow should be ok too.
Admittedly I've never seen this done, but I don't see why it wouldn't do
what you want.
