Perhaps 15 years ago I was passing through Mexico. While riding in a cab
we came around a corner and saw the road 75% filled with a pile of dirt
that must have been 10' high. A private home was having some work done and
they piled the dirt in the road temporarily. The cab swerved hard and
zoomed around it in the on-coming lane. No warning signs or anything. I
asked the cab driver if the contractor wasn't worried about somebody having
an accident and suing them. He told me with some satisfaction, "Senor, in
all of Mexico there is not one person who will stand up in court and say
they couldn't see a 10' pile of dirt in the middle of the road."
I don't know if his observation is strictly true, but it certainly
illustrates the difference in attitude between here and some other
countries. This example can be argued both pro and con on the personal
responsibility issue.
