Scott, San Francisco Municipal marina, which you mention would function
well, has a fuel dock (a rarity in San Francisco) and could accommodate you,
I'm sure for what sounds like the several hours you need. If you have yacht
club membership you could try St. Francis YC or Golden Gate YC, next to each
other even closer along the San Francisco (Southern) side.
Crew commuting from San Francisco and points south and east will find it
easier to meet you at any of the above, as compared to somewhere along the
Marin County shoreline. You need to make arrangements early, and then
follow up with a confirmation a week or so in advance of arrival.
If you prefer not to enter San Francisco Bay proper, there's Half Moon Bay
(aka Pillar Point) just South of San Francisco which affords good protection
from occasional weather systems that wash through. The Harbormaster could
no doubt put you up in a guest slip for a day or less at minimal or no
expense and you can fuel from a commercial dock, that does huge business.
