As I understand it, USCG regulations preclude the ability of a state to
require display of numbers on a documented boat. However, the same USCG
regulations do allow for states to collect a use or other tax on said boats.
So, in the end: States can collect taxes, and can require you to display a
'tax' sticker (Each state must be different, in Oregon we put it on the aft
quarter, just at the stern), but can not require you to display any state
registration numbers...

IS A DOCUMENTED VESSEL EXEMPT FROM STATE JURISDICTION?
No, all documented vessels must comply with the laws of the state in which
they are operated. The vessel's document must be shown to state law
enforcement personnel upon their demand. States may require documented
vessels to be registered (but not numbered) and to display state decals
showing that they have complied with state requirements.

Thanks for the info on VA laws. Most states do have such a requirement,
usually as I mentioned, facilitate collections. I would appreciate any other
information on oher states that do not require display of state decals on
documented vessels.
