After repeated problems on our Whaler with a Johnson 35 engine, it turned
out to be the steel plunger thing that goes through the center of the pivot
tube. The cable terminates one end and the opposite side has the linkage to
the steering. Despite regular use and grease, I think it would corrode
slightly if left for a week and the steering would stick again. Even when
it worked it was always a chore to steer. I was never quite sure if it was
too much grease, drying up and leaving residue, or not enough, or corrosion.
The only thing that solved the problem was a replacement made of stainless
steel that cost me $165 in 1995. From then on there were no problems,
grease or no grease and I finally got to tighten up the drag brake on the
steering for the first time.
Unfortunately, I have no recollection at this stage of how it came apart.
