The "kind gent" you described was far more criminally culpable than the
fast-charging fool.

I don't believe countering a nuisance with an overt criminal act is a
very good solution.

Best I have seen was in Northport NY where a fool used to get his kicks
by charging down the channel ONLY when the kids were in midst of a dink
race.
