    Some years ago in Florida we were installing high efficiency antennas on the
    old Motorola higher power cell phones on fishing boats so they could get
    coverage off shore. They would run into similar problems to those you
    describe when at the dock. The problem stems from the fact that the
    transmitted signal is too strong even when diminished to its lowest level by
    the phone. When the signal is too strong it picks up multiple cells instead
    of just the nearest one or two. In those days the cell phone company would
    cancel their service if they caught it because it ties up too much equipment
    and they were violating some rules. It became necessary for the boats to
    switch to a regular antenna when in port or approaching shore.

    This was nearly 10 years ago. Cell areas are smaller and more concentrated
    so I imagine the disruption from a strong signal is even worse now. They
    may even have software that detects the wide area reception of your signal
    and just blocks the channel out.
