    Where would one find this exception to the Nav Rules in the COLREGS?
    Would this be published in the Notice to Marners?

    If the event was a USCG sanctioned regatta (filed and received a permit
    from the USCG) then you would be in the wrong. You cannot interfere
    with a permitted USCG sanctioned event (means a securitee broadcast has
    been issued). If you cut across a race course or enter a regatta zone
    you are at fault if a collision occurs.
