AC will work on my DC panel, I have a spot for them!

Only if they are specifically designed for that. Carlingswitch, Airpax and
Heinenmann are the common types.
If they are dual rated it will say so on the side.
Otherwise they are not.
A regular AC breaker will cause a fire before it trips on a low DC voltage.
Why did the surveyor order them replaced?
