Well, if you specify Miami, that _might_ be construed as an intent to
make Miami your base of operations, especially if you, as a Florida
resident, refer to it as your "Home Port" rather than the more correct
term "Hailing Port".
But then again, specifying Seattle by a Florida resident doesn't really
do much to establish intent to base your operation in Washington State.
Disclaimer: I am not a lawyer, but this is how my lawyer explained it
to me!
