At least in Seattle there is a distinction between between passive and
active participation. In the past, vessels over 20 meters but under 100
gross tons were passive in that they should monitor VTS and comply with any
requests. Active participation required check-in / check-out. The rule
change shifts all vessels over 20 meters, regardless of tonnage, to active
participation. Probably comes from the mind of some dweeb at Homeland
Insecurity.
