I believe that cleaning the steel would not be all that difficult with
a good solvent,
especially considering that the steel is a structural backup to the
fiberglass and a 100 percent bond is not required. As regard to cost,
each boat has a different arrangement and some might not be conducive
to this approach, however, this may be an attractive approach on
others. It would all depend on how much other "stuff" had to be torn
up
or removed to replace the tanks. As another approach, Charles Culotta
had good results of opening the tanks up and rewelding the seams from
the inside.
