I have often used a strobe while night scuba diving. I usually don't turn
it on unless I need to attract my buddy. It's kind of annoying during the
dive. I do turn it on when on the surface so the dive boat knows where I
am. I also don't want to be run down by another boat. Most scuba injuries
happen on or near the surface.
I know many life vests have strobes. This may be the reason why they don't
like boats to use strobes.
