The tug was the give way vessel. The FV was approaching from the tug's
starboard side. It was not a head on situation.
The safety board was critical of the tug, being about 450 feet long, not
having range lights, admitting that the second light was not
strictly required. The tug was not a "composit", which would have required
a range light.
The FV obviously saw the tug/barge just before collision and then made the
fatal mistake of turning to port across in front. If it had continued ahead
or to it's starboard, those people might not have died.
Mutual failures.
Failure to communicate
Failure to keep to starboard
Failure to light vessels to best standards.
Enough failures for one accident, how about several?
