Getting in front of a tug like this at less than about 1/2 mile is crazy,
as far as I am concerned.
In this particular case the tug was pushing a barge for an overall length
of about 450 feet. This is one big vessel.
The safety board is concerned that rigs this big should have range
lights(fwd and aft masthead), even though not technically a "composit"
tug/barge system. I am inclined to agree.
The safety board was critical of both operators, and I agree that the tug
should have altered course to starboard and never allowed the fish vessel
to get so near. The tug was the give way vessel.
Due to the way in which the FV turned in front of the tug, it is obvious
the operator was aware of the tug, even if only at the last second. And was
confused as to it's distance and course. That mistake was fatal.
