(SNIP) I think untreated steel immersed in diesel fuel for twenty
years, would be very poor surface to try and fiberglass. The baffles
inside would be very difficult to work around.
I'll bet you could hose it down with acetone first, then use a chopper
gun to form the inside "tank".
