The bung must be completely removed and the hold enlarged somewhat in order
for the screw to extract cleanly. Bits like the Forstner and others might
work but if it has a pilot (a sharp point) it may not go deep enough before
hitting the screw. A bung cutting tool of the next size up would work.

You may need a special screwdriver bit, but first try to clean out the head
with something sharp. When you are sure it is clean and the screwdriver
seems to fit tightly, take a hammer and tap the screwdriver while it is in
the screw. This will loosen the screw in the wood somewhat and make it
easier to remove. This works in metal also.
