is that they poised a risk to the home owners and the boats at the docks
which were well moored, as well as boats properly anchored out. I think
that there are many boaters who do not act as responsibally because they
have insurance. They paid their premium and who cares?

I would find this attitude virtually impossible to understand. Well, no, I
would understand it, but I would really wonder at the mentality behind it.
I suppose some people are wealthy enough or blase enough to view a boat as
simply another appliance, like an expensive car. If something happens to
it, you get another one. But I suspect most of us put a huge amount of
effort and time into our boats, even if we have much of the work done by
professionals. My wife and I couldn't imagine leaving something that's
become so much a part of our lives to "sink or swim" on its own, as it
were.
