The BSB format charts that most small craft chart programs use are
called "raster charts" and are simply a picture of a paper chart.
This makes it difficult to update them, or to add extra information.

The S-57 Electronic Navigation Charts (ENC) are "vector charts" - they
are a database that tells the display program how to draw the chart.
Because of the database format, extra information can be easily added,
and corrections made. Also, unlike BSB charts, when you zoom back,
lettering can remain legible, and the user can turn unwanted "layers"
of information off or on as desired.

A search at http://www.google.com for "S-57 nautical charts" will give
you several hundred references.
