Bill,

I have an 8.1 liter SSD-681M diesel in my boat, which is an engine made by
the European company Iveco in the late 1970s and early 1980s, and marketed
in this country by Ford. It normally idles at 600, but I will give it a
little throttle when it is cold so that it idles at around 850 where, when
cold, it idles more smoothly. After idling for a minute or two, it not
uncommonly increases its idle speed up to 1400 or so all by itself. I then
pull back on the throttle and it then idles smoothly at 600. It never does
this more than once per cold start. I suspect that your problem and my
problem might be related, although it sounds like yours is more troublesome
and is, unlike mine, getting worse.
