All that's needed to remove the 'waterway moustache' is the oxalic acid.
 My observation on my own boat, where I get it mostly on the swim
platform, is that it is probably iron oxides, since "Clorox" doesn't
faze it but the oxalic acid takes it right off. The oxalic acid is a
fairly weak organic acid and shouldn't hurt anything else, such as
gel-coat. It forms a strong complex with the iron and off it comes.
 Buy it at any paint store as wood bleach-- $4-5/ pound. I usuallu just
sprinkle some on a wet brush, brush the stain and rinse off.
