Just don't go around filling out paper forms and mailing in a check.
The FCC has started forcing everybody to uses an online system which
is a bit complicated. Even worse they may keep your fee and not issue
a license if you try to use the paper forms. Gordon West has step by
step instructions for using the new system at

I highly recommend them, I found the online system confusing and it
took me several tries to get it right.
