Peggy,

Eventually water will wick around all screws penetrating the deck. One of the
functions of a plug is to help seal the fastener. As the decks wear, the
plugs get thinner and eventually pop off. In a similar vein, the bedding
compound around fill pipes may also harden or crack and eventually will
provide a path for water to penetrate below deck. The absolutely correct
procedure is to remove all screws and fittings, rebed or reseal, and then
reinsert. This is backbreaking labor and is the best argument against teak
decks, no matter how nice looking. An alternative approach is to use a to
pically applied sealer and hope for the best. I can't recommend any good ones
since I've never had good results with this approach but perhaps someone on
the TWL has been more fortunate.
