TWL: Fluorescent lighting

My "new" boat makes extensive use of 12 vdc fluorescent lighting. Problem is
of the six, 36" fixtures- used as indirect lighting- only one is working at
the moment. I've seen them advertised on the internet for around
$80/fixture. The new ballasts for the 36 inchers sell for around $28. Are
these ballasts just mini-inverters?

Might I be better off -and cheaper in the long run- if I rewire the lighting
to 115 vac fluorescents powered by the inverter?
