The most efficient way to test the tank is to slightly pressurize it to 1 lb
or so with air and then apply a soapy solution from a spray bottle to the
suspect areas of the outside of the tank. The pressurized air will create
bubbles at the leaks which can then be marked. Plugs and caps attached with
more pressure, or greater friction then the pressure being applied from the
inside is all that is needed. That may be as easy as using duct tape to
hold a plug or cap in place although usually a more substantial method is
employed.
Yes, it can be rewelded with success at the seam if it is just a freak thin
spot of the original weld. If the tank in general is seriously pitted due
to corrosion then other spots throughtout the tank surface may start to leak
shortly if they are not presently. Thin spots throughout the tank due to
corrosion suggests it is time for a new tank.
While welding is probably a fire hazard in all situations (IMHO), Tank
welders will make make minor repairs to tanks with diesel sludge slopping
around the bottom.
